Secret Base already had several flocked Obake Dogs, painted by Three Tides Tattoo as well, so I guess it's no big problem to paint on. I think it's pretty cool as it seems to be painted with ink or something and because of the flocking you don't see any lines done by the brush.
It could be airbrushed on.Ive airbrushed flocked models before, but I haven't seen one of these in the flesh so it's hard to tell. It's pretty damn nice though! :)

Can't be flocked, they're hand painted. Weird though.
